Did RJ kill the PI? I'm not convinced. I think this was probably good ole Reede again following up on the Kirkland shooting. Here's why...
The TT group want to know what Kirkland shared with Jane whilst he had him in captivity - they already know he's aware of their group and want to see if now Jane and the team are now aware. - Couldn't Bertram just find out? Not without drawing attention to himself... Lisbon... any reports on a secret organisation within the Police force? No? Just wondering... plus we've already seen police bugging police right through the series. But.. why not just get another TT group member to place the bug? Well... so that this next plot device can be unfolded...
When Jane rounds up his suspects and gets them to reveal their upper arms there are more than one of them with these tattoos. Doh! The dots are a TT group thing. Of course RJ could be a member of TT or not... that is still left open. A 3 dots tattoo is often linked to GANG violence. + No smiley at the scene or ANYTHING RJ related left. Takes seconds to leave something... but there was nothing.
Why would RJ need to bug Jane? He already knows he's on the list of suspects. Plus... RJ didn't like it when he had his phone bugged. He drew Lisbon in (pun intended) as a punishment. Doing the same thing back seems beneath him. A dirty trick he's already turned his nose up over.
By the way...If I'm RY (And despite my name i'm (probably) not...) I'm thinking Jane needs to be taken care of pretty soon. No one has ever gotten so close...boom...

The girl that was sent to bug the CBI was not expected to succeed. So trying to figure out who would have needed to hire her is futile. She was sent to bug the office so RJ could lead CBI to another crime scene.

I am just going to make this clear again so people can explain to me how the TT are separate from RJ.
It was RJ that said he was going to kill until the list went down and either him or PJ is killed by one another. That means that Partridge on the list and Kirkland on the list too, had to be killed by Red John. Which means that Partridge and Kirkland were killed by the TT which belongs to Red JOHN. He owns the TT's. Otherwise RJ would have killed noone. They aren't two different things. They have to be the same thing.
So we can assume that RJ uses the members of the TT's and doesn't mind killing them. We knew that already from Jane's analysis of his personality. Did he order the killing of Kirkland, or did Reede because he knew too much. Does that mean that the Sheriff, Reede and Bertram are all apart of the TT's. Bertram is ruled out as RJ as he is not a strong leader. however he did tell Jane that maybe he should speak to him alone about Red John. The sheriff didn't have much to say either and his presence wasn't really made know. Reede could be red John but it's more likely that he is a follower of TT along with the other three. That leaves Stiles and Haffner seen walking side by side in most shots. Haffner is my bet.
Why was RJ going to kill the PI, did he speak to her and she told him that it didn't work. Wouldn't he have wanted to wait until she passed on the info or did he know straight away that the bug didn't work? How did he know it didn't work?
Red John is a marked man. He has a three dotted tattoo on his left shoulder. My question is, how did the P.I. know this? There are two possibilities here.
a) She was Red John's lover
b) She saw it at the Gym
I would go with option b personally. If option b is correct, then Ray is more likely because we've seen footage of him working out. It's very possible he wore a sleeveless shirt one day and that's how she noticed the tattoo.
Also, she recognized Red John at the door. This makes me think the person who hired her was the one at the door. She was sure she was working for visualize. Therefore, Red John is a known affiliate of Visualize and very likely Ray Haffner.
