After seeing the promo for "Red Listed" i think we can discount Kirkland. Why would RJ kidnap Patrick, surely that would spoil the game? Kirkland is not associated with RJ IMO, i think he's got a personal interest in the RJ case for national security reasons. I half expect Kirkland to be killed at the end of the episode, Heller did say more suspects would fall, so far we've lost Partridge, Kirkland could be next?
