In my opinion i think that it one big conspiracy so that people think that its someone amongst the characters who is RJ. What i think is that its some government related or maybe only the whole CBI related conspiracy involving some fishy official who has other plans for the CBI. Those of you who might have watched 'Prison Break' or know its plot would find it familiar ;)
