Theory: The police conspiracy group Tiger, Tiger, and Red John are the same. Knowing how perceptive Patrick Jane is, they continually commit murders to keep him occupied looking for a murdering psychopath, not unfolding conspiracies within California law enforcement.
I've already thought of many holes in this theory as I was typing it, but it's a theory nonetheless
