This is my theory:


There are two organizations, Tiger, Tiger and
RJ organization. Those two organizations are in war, and war became more
serious, when RJ killer Brett Partridge. Partridge is member of Tiger Tiger
organization. Bruno Heller said that there is clue in S06 E01. That clue will
have more sense at the end of the story. We all will understand that clue at
the end, but in my opinion that clue is when Partridge said Tiger Tiger. That
is evidence that Partridge was member of that organization.

Ray Haffner is RJ, because Rosalind Harker described
him, and he is Visualize member, and he could be on that farm, where RJ killed
his first victims.

Todd Johnson was a cop killer, and I think he
was killing police officers that are members of Tiger, Tiger organization.  Kira Tinsley was hired by Tiger Tiger
organization, not by RJ, and that is reason why someone from Tiger organization
murdered her. She had to bug CBI offices, because Jane would figure out if they
send some police officer. It is much easier to send someone from outside.

Craig O’Laughlin and that Sheriff from final
episode of last episode did not have tattoo, and we are sure that they were RJ
friends. They were cops and why they did not have a Tattoo.  That is because they were friends of RJ and
not members of Tiger organization.  

Betram wants RJ and that is why he is so eager to
be there when Jane catches him.  

Why Kirkland killed Jason Lennon, which is one
question that I cannot understand. I think that producers want to mislead us.
