When he said "have you ever seen my face before", he was checking whether he knew he was red john. That must have been his twin brother, he would easily get any information needed by posing as his powerful fbi agent identical brother. We were even told by Kirkland that he and his brother were abused as a child, so damaged enough to be RJ. Means he sort of was on janes list, just wrong brother.
