I believe we should not trust the list because of this new "tyger tyger" organization. Jane, possibly, accounted that the RJ suspects met Todd Johnson at some point. But what if Johnson was not related to RJ but to the organization? When Jane discovers this organization and its passcode, "Tyger Tyger", he is bound to remake the list because there was something he couldn't account in his investigation.
